PROBLEM TO BE SOLVED: To provide a seawater desulfurization device which curbs a backflow of used seawater into an exhaust gas inlet of a desulfurization absorption tower and to provide a seawater desulfurization system mounted with the same.SOLUTION: A seawater desulfurization device 10A comprises: a desulfurization absorption tower 11 which performs desulfurization of exhaust gas 18 containing sulfur oxide by bringing the same into contact with seawater 17; an exhaust gas inlet 12 which introduces the exhaust gas containing the sulfur oxide into the desulfurization absorption tower; first seawater spraying means 13 which is arranged above the exhaust gas inlet in the desulfurization absorption tower and sprays the seawater in a liquid-column form to generate a flow thereof in a direction opposite to the flow of the exhaust gas introduced through the exhaust gas inlet and upwardly moving; and backflow prevention means 14 which is arranged between the exhaust gas inlet and the first seawater spraying means and prevents the seawater falling after being sprayed by the first seawater spraying means from flowing back into the exhaust gas inlet.
