PROBLEM TO BE SOLVED: To provide a heater for a fixing machine capable of suppressing migration and warpage and improving the flatness of a surface comparing with the conventional art.SOLUTION: The heater for a fixing machine includes: a glass substrate 2; a heating element 3; an electrode pattern 4 connected to the heating element; a first protective layer 5; and a second protective layer 6. The glass substrate 2 is made of alkali-free glass. The first protective layer 5 is formed by burning the mixture material obtained by mixing a first filler of a coefficient of thermal expansion lower than that of the alkali-free glass used in the glass substrate into first glass powder that is not added with alkali metal oxide and has a softening point lower than that of the glass substrate. The second protective layer 6 is made of a material that is used for the first protective layer 5 but does not contain the first filler material.
