PROBLEM TO BE SOLVED: To provide a device and a method for manufacturing flour easily providing flour from a skin part of rod-like wooden material such as bamboo, Japan cedar, cypress, etc. SOLUTION: Chip saws 108a-108e which rotate with rotational speed of 1,800-3,600 rpm by a motor 113 are pressed to the skin part of cylindrical wooden material 100 which moves to the axial direction while rotating around a shaft to crush the skin part of the wooden material 100. By adjusting pressing force of the chip saws 108a-108e and a value of difference Q between an outer diameter of a stopper 1091 and an outer diameter of the chip saws 108a-108e, the flour 114a of the wooden material skin part can be obtained in one process, and the wooden material skin part can be securely stripped off.
