PROBLEM TO BE SOLVED: To provide a reflector plate which is thinned without reducing a band gap bandwidth.SOLUTION: The reflector plate having a property of reflecting an electromagnetic wave belonging to a specific band gap bandwidth comprises two reflection layers 1A and 1B in which a dielectric material is formed in a lattice shape, each bottom face of a column forming the lattice is square-shaped and further a surface of the lattice of the dielectric material is formed flat. The two reflection layers 1A and 1B are arranged while being spaced apart from each other in such a manner that the surfaces forming the lattice are made parallel, and that an array term of the column forming the lattice of the reflection layer 1A and an array term of the column forming the lattice of the reflection layer 1B are deviated by a half term in longitudinal and lateral directions.
