<p><P>PROBLEM TO BE SOLVED: To provide an update information distribution device and the like capable of reducing a load applied to a server. <P>SOLUTION: A storage part 121 of a terminal A106a as an update information distribution device stores activation information 121b which is information indicating other active terminals among terminals belonging to the same segment and holding update information 121c which is update information held by itself. When a server stores update information newer than the version of the holding update information 121c at a predetermined time, a download part 124 downloads the new update information from the server.
