PROBLEM TO BE SOLVED: To provide a train operation simulator capable of operating even a timetable is not determined in a device for simulating train operation of a railway operation control system.SOLUTION: The train operation control system comprises: a step 510 for updating weather disaster information and human flow information; a step for simulating a physical state; a step 530 for changing a route of a train when an interruption part is generated due to disaster and for creating the route of the train; a step 570 for controlling a signal device on the train route; and a step for recovering a state when deadlock occurs to a normal state and for applying order limitation for preventing recurrence of the deadlock. Thereby, the train route and the order information are automatically set and occurrence of the deadlock is avoided.
