PROBLEM TO BE SOLVED: To provide an ice accretion resistant and soundproof buffer material that is rich in sound insulation properties and excellent in icing prevention properties, and is useful for a vehicle exterior material such as a fender liner, an engine undercover or a body undercover of an automobile.SOLUTION: The ice accretion resistant and soundproof buffer material 1 is formed by laminating an air permeable resin surface layer 2 on a fiber base layer 3. The air permeable resin surface layer 2 is constituted of a molten material of a thermoplastic fiber sheet obtained by using only one kind of short fiber comprising a hydrophobic thermoplastic resin or only mixed fibers obtained by mixing two or more kinds of short fibers comprising a hydrophobic thermoplastic resin and having different fiber diameters.
