<p>PROBLEM TO BE SOLVED: To designate an independently processable tile to perform the processing of a specific region at high speed, when coding and decoding an image by dividing the image into tiles in hierarchical image coding.SOLUTION: An image coding device for hierarchically coding an input image with a plurality of hierarchies includes: acquisition means for acquiring a first image generated from the input image and a second image having different resolution from the first image; and coding means for, when coding a first region of the first image acquired by the acquisition means, coding a second region existent in a relatively equivalent position to the first region in the first image, as a reference image.</p> |
