The instrument includes a surgical handpiece coupled to the movable member and the stationary member to provide suction and motion to the movable member.

A surgical instrument hub comprising: a body having a wall defining a longitudinal channel for receiving a moving member, the moving member having a distal portion distal the body and configured and arranged to contact tissue, the wall defining first and second apertures that overlay openings defined in a proximal portion of the moving member to define an aspiration valve configured to change a level of fluid communication between the first and second apertures and the openings in the moving member as the moving member moves, the first and second apertures defined in part by beveled edges for cutting tissue, the openings in the moving member rotating about an axis, the openings in the moving member switching between aligning with the first aperture and the second aperture to provide discontinuous flow from the distal portion through a bore in the moving member and out the first aperture and second aperture, a rotation of the moving member about the axis shearing tissue; and the body including a coupling configured to connect the body to a handle.
