The present invention relates to a heat insulation composition for improving heat insulation and soundproofing functions, containing aerogel, and a method for manufacturing a heat insulation fabric by using the same, wherein the heat insulation composition is prepared by mixing a solvent, an aerogel powder, an adhesive binder and a carbon black powder, thereby increasing a heat insulation effect at an extremely low temperature and a high temperature and also enhancing a soundproofing effect.
