PROBLEM TO BE SOLVED: To make it possible to quickly start D2D communication while preventing reduction in the utilization efficiency of radio resources.SOLUTION: An eNB 200 controls a UE 100 that transmits and receives periodic discovery signals with use of first radio resources. The eNB 200 notifies the UE 100 of second radio resources to transmit and receive aperiodic discovery signals between another UE 100 related to the UE 100 and the UE 100. The UE 100 transmits and receives the aperiodic discovery signals with use of the second radio resources.
