PURPOSE:To form a program free from side effects executable mechanically from graphical specification description by converting a signal flow chart to sequential form, and converting nodal points and non-delay branches included in the sequential form to nodes and arcs. CONSTITUTION:An inputted signal flow chart is converted to the graphic of a form corresponding to the sequence of signal processing by a pre-converting means 21. Nodal points and branches excluding delay branches included in the obtained sequential form are converted to nodes and arcs, which are descriptive elements of graphical intermediate language by a non-delay branch converting means 22. Then, a delay converting means 23 allots history to each of delay branches and forms reference nodes and renewal nodes for each history. Further, control arcs are added in a control arc forming means 24 to each history allotted to delay branches to make the order of access of each history renewal after reference, and a graphical intermediate language D<3> L program is formed.
