PROBLEM TO BE SOLVED: To provide a visible light communication device and a luminaire using the same and an illumination system capable of increasing the probability of a reception terminal to properly receive communication signals with a simple configuration even when plural beams of light from plural luminaires overlap with each other.SOLUTION: A control circuit 11 modulates the strength of illumination light which is output from a light source 3 which is constituted of light emitting diode 30 (luminous element) and overlaps a communication signal therewith. The control circuit 11 periodically repeats a transmission processing to divide a certain time into plural time slots, and outputs a communication signal using an arbitrarily selected time slot.
