PROBLEM TO BE SOLVED: To carry out recommendation for matters such as a merchandise or service by taking into consideration degree of satisfaction and degree of fairness for a group composed of a plurality of users in E-Commerce service.SOLUTION: A device for recommendation: deems to use as derived object function a weighted difference of an evaluation point mean value and dispersed value or a weighted difference of the mean value and an absolute deviation of the evaluation point; expresses combinations of a plurality of matters by a variable (w) having a positive real numerical value when including the matters; and outputting the variable (w) having a difference between a scored value and a lost value be maximum by varying the variable (w) for all combinations of the matters and calculating a target function f(w) including the scored value and the lost value in the combinations of the matters by varying the variable (w) regarding all combination of the matters on the basis of the evaluation point by evaluation information storage means for the user included in a group of group information storage means.
