a memory in which representative values are stored, each of the representative values being a representative value of response times of communication with a server using one of a plurality of routes in a communication line that has the plurality of routes, which include a plurality of relay devices and which are used to access the server, and the representative values being related to at least two of the routes; and a determining section that determines that, in the case where a difference between the representative values, which are related to the two different routes and which are stored in the memory, is greater than a threshold, one of the relay devices that is a difference between configurations of the two different routes is a delay element.
