An object of the present invention is to optimize fairness of throughput in terminal devices in a wireless communication network, and to provide a technique for selecting combinations of the terminal devices and wireless network access.;A method of selecting a destination network that optimizes throughput fairness of terminal devices in a wireless communication network system including a plurality of wireless access networks, and terminal devices that correspond to a plurality of types of wireless access networks, including: modeling a problem combining terminal devices to be optimized and a connection target network, as a minimum cost flow problem; calculating an exact solution of the minimum cost flow problem by computer operating means; and calculating the results of combining the terminal devices and the connection target network using network selection results operating means of a computer. |
