PROBLEM TO BE SOLVED: To enable efficient encoding while maintaining image quality of an image of a peripheral viewpoint.SOLUTION: A non-occlusion region encoding unit encodes a difference between a predicted image of a peripheral viewpoint as a viewpoint different from a reference viewpoint in a non-occlusion region of an image of the peripheral viewpoint, and the image of the peripheral viewpoint by a first encoding scheme. An occlusion region encoding unit encodes an occlusion region of the image of the peripheral viewpoint by a second encoding scheme different from the first encoding scheme. The present disclosure can be applied to, for example, an encoding device or the like.
