<p><P>PROBLEM TO BE SOLVED: To provide a hair cosmetic composition used as a hair dye, or a hair bleach or a hair dye remover and made into a frothy form by a foaming operation of causing foaming by shaking on use, which can improve foamability and the feel of hair. <P>SOLUTION: This hair cosmetic composition is used as a hair dye, or a hair bleach or a hair dye remover, and is made into a frothy form by a foaming operation of causing foaming by shaking on use.
