<p><P>PROBLEM TO BE SOLVED: To enable execution of maintenance operation of a front maintenance terminal device without allowing a customer to know content of the maintenance operation. <P>SOLUTION: A front maintenance terminal device includes a touch panel 1, an IC card reader 2 for reading information in an IC card as a member card, a mark card reader 3 for reading a mark card, and a receipt printer 4 for printing content of voting slip purchase. At the time of maintenance, a maintenance card authentication unit 5 authenticates maintenance staff. Input of a maintenance command is performed by reading a filled maintenance mark card by the mark card reader 3 or by screen input on the touch panel 1. A command input method selection unit 6 selects which method is used for the input. When the maintenance mark card is used, a maintenance mark card authentication unit 9 authenticates the maintenance mark card before the input. When the screen input is used, a command conversion unit 7 converts the maintenance command allocated to a menu on a normal screen and then the maintenance command is input to a maintenance command execution unit 8.
