The present invention relates to a top cap assembly device and a top cap assembly method. The present invention comprises: a base; a top cap zig having a top cap accommodation portion on which a top cap is settled; a PCM jig having a PCM accommodation portion on which a PCM is settled; a press jig having a first mounting portion fixed on one side of the base and a second mounting portion prepared to be able to move forward and backward toward the first mounting portion so as to pressurize the first mounting portion when moving forward. In the first mounting portion, the top cap jig on which the top cap is settled or the PCM jig on which the PCM is settled is mounted; in the second mounting portion, the PCM jig on which the PCM is settled or the top cap jig on which the top cap is settled is mounted; and the top cap and PCM are assembled by having the second mounting portion moveing forward toward the first mounting portion. Therefore, the present invention can automatically assemble top cap and PCM and reduce process time, thereby increasing work efficiency.
