<p><P>PROBLEM TO BE SOLVED: To efficiently treat a nitrogen-containing compound present in waste water using a catalyst effective in preventing the generation of nitrate nitrogen and/or nitrite nitrogen. <P>SOLUTION: There is disclosed a catalyst for treating a nitrogen-containing compound, which is characterized in that a porous inorganic oxide constituting the catalyst is covered with noble metal and an active auxiliary.
