Disclosed is a device for supporting universal application development interlinked with a mobile device in a smart TV environment. The device comprises: a controller that composes the framework for the web standard of the universal application interlinked with a mobile device and a smart TV; and a storage unit that stores the library of a universal platform commonly packaged to independently compose the web browser platform provided for each manufacturer of the smart TV and the platform for each operating system (OS) installed in the mobile device.
