The present invention relates to an apparatus and a method for providing a storage service based on user′s cost plan. The apparatus for providing a storage service according to the present invention includes: a user interface which receives cost plan information for the use of a hierarchical storage from a user; a data storage request processing unit which, when receiving a request for storing data from the user, stores the data requested to be stored in a first hierarchy of the hierarchical storage; and an automatic hierarchical control unit which calculates a cost for using the storage of the user by using a usage capacity per storage hierarchy in which a unit price of each storage hierarchy and the data of the user are stored and moves at least a part of the user data stored in the first hierarchy to a subhierarchy not to make the cost for use exceed the planned cost when the calculated cost for using the storage exceeds the planned cost.
