PROBLEM TO BE SOLVED: To provide a head outer sound image localization device capable of suppressing deviation of a sound image, and to provide head outer sound image localization method and program.SOLUTION: A head outer sound image localization device 1 includes smoothing means for correcting the amplitude components on the basis of an effective frequency band and a reference gain value. The effective frequency band and a reference gain value are the parameters common to the left and right channels. The smoothing means replaces the gain value on the outside of the effective frequency band of the amplitude components of left and right channels with the reference gain value.
