PROBLEM TO BE SOLVED: To improve the ease of use of a user in controlling a tool screen, such as a tool bar.SOLUTION: A tool screen control device for controlling a tool screen displayed on a display screen of a display device includes: a display control event input section 11 for inputting a display start event and a display end event of the tool screen; and a tool-screen display control section 12 which superimposes the tool screen on an original screen displayed on the display screen when the display start event is input, and terminates displaying the tool screen displayed on the display screen when the display end event is input.
