<p><P>PROBLEM TO BE SOLVED: To provide a heater unit in which possibility of disconnection of a heater wire can be lowered, and to provide a seat in which the heater unit is arranged. <P>SOLUTION: In the heater unit having heater wires 3, which is a seat heater, the arrangement pattern of the heater wires 3 is formed by repetition of a meandering shape in which a straight line part 3s and a curved line part 3r are combined, and an acute angle (a) is not more than 70°, which is formed by intersection between the extension 3e of the straight line part 3s of the heater wire 3 going in one direction and the heater wire 3 going in the other direction.
