<p><P>PROBLEM TO BE SOLVED: To provide a fixing member for an electrophotographic device with demands for durability and high thermal efficiency, the fixing member showing little decrease in hardness in a high temperature and low oxygen atmosphere. <P>SOLUTION: The fixing member is to be used for a thermal fixing device for an electrophotographic device and includes an elastic layer comprising foamed silicone rubber between a substrate and a surface layer.
