PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method by which bleeding can be inhibited without using a pretreatment liquid containing inorganic particles.SOLUTION: An image forming apparatus 10 includes an intermediate transfer belt 11, an inkjet head 12 that applies a first solvent to the intermediate transfer belt 11, and an inkjet head 13 that ejects an inkjet ink to deposit on the first solvent applied on a paper P. The inkjet ink comprises a second solvent, a resin, and a coloring material. The second solvent is soluble with the first solvent; and the resin is insoluble with the first solvent and soluble with the second solvent. The image forming apparatus further includes a liquid removal web 14 that removes the first solvent applied on the intermediate transfer belt 11 and at least a part of the second solvent depositing on the first solvent before the inkjet ink depositing on the first solvent is transferred to the paper P. |
