PROBLEM TO BE SOLVED: To set a band setting value so as not to pass a device that is set to a band setting value smaller than a band setting value of a device to be passed first, when changing the band setting value of a virtual link. ! SOLUTION: When increasing a band setting value, a transport node of a transport network performs processing for increasing a band setting value of a transport path related to a virtual link, and a virtualized node of a virtualized network then performs processing for increasing band setting values of a virtual link and virtual ports to be traffic transmission and reception sides of the virtual link. When decreasing a band setting value, a virtualized node decreases band setting values of a virtual link and virtual ports to be traffic transmission and reception sides of the virtual link and after processing by virtual port control means, a transport node decreases a band setting value of a transport path related to a virtual link. !
