PROBLEM TO BE SOLVED: To provide a method and apparatus for encoding and decoding an image by using a more efficient discrete cosine transform (DCT).SOLUTION: A method comprises grouping a plurality of prediction units into a transformation unit so as to set the transformation unit to be greater than the prediction units, and using the DCT for transformation into the frequency domain.
