PROBLEM TO BE SOLVED: To provide a lead frame with a resin which efficiently reflects light from an LED element.SOLUTION: A lead frame 40 with a resin includes a lead frame 10 having a frame terminal part 15 which protrudes upward and is connected with an LED element 21. A reflection resin part 23 is provided on the lead frame 10. The reflection resin part 23 exposes an upper surface of the frame terminal part 15 of the lead frame 10 and reflects light from the LED element 21.
