PROBLEM TO BE SOLVED: To provide a storage cell deterioration determination system capable of appropriately determining a deterioration state of each storage cell in a battery pack.SOLUTION: A monitor 5 for monitoring a plurality of battery packs 20 and storage cell controllers 3 each of which is provided to each of the battery packs 20 and which measure a voltage of each cell 2 on a steady basis are connected in a communicable manner. The monitor 5 includes: a discharge notice task 51 for noticing the discharge of the battery packs 20; and a voltage acquisition task 52 for acquiring the voltage of each cell 2 from the storage cell controllers 3 of the battery packs 20 on the basis of the notice of the discharge notice task 51.
