PROBLEM TO BE SOLVED: To provide moving picture decoding method and device in which error resistance of moving picture decoding using inter-prediction is enhanced.SOLUTION: A moving picture decoding method for decoding a decoded target block comprises a step of generating a candidate lists containing one or more candidates, and a step of decoding an encoded index corresponding to a candidate which is one of the plural candidates and has a prediction motion vector. The candidate list contains a first candidate, and the first candidate contains a first prediction motion vector as a zero vector. In the step of generating the candidate list, when the total number of one or plural candidates of the candidate list is smaller than the maximum value of the number of candidates, a second candidate containing a second prediction motion vector as a zero vector is added to the candidate list.
