This invention relates to a manufacturing method of water dispersion resin and water soluble paint composition using this resin as a binder. The manufacturing method comprises: 1) preparing dispersion stabilizer; 2) preapring non-water dispersion resin by mixing 3.0-30 wt.% dispersion stabilizer, 62.0-90.5 wt.% acryl monomer and 0.3-8.0 wt.% polymerization initiator; and 3) substituting water for organic solvent of non water disp. resin. The above dispersion stabilizer is made by addition polymerization of steric repulsion layer of polyhydroxy-stearic acid and acryl monomer with epoxy gp. and adsorption layer of acryl monomer with acid and epoxy gp.
