<P>PROBLEM TO BE SOLVED: To solve the problem that a processing amount becomes large when temporary encoding is performed in all sizes for evaluation although encoding efficiency can remarkably be improved by switching the size of DCT performed on a prediction difference by adjusting it to a character of an image in hybrid video encoding. <P>SOLUTION: A size of DCT is determined on the basis of pixel fluctuation in a block. As the pixel fluctuation in the block is larger, a smaller block size is selected. When a large block is divided into a plurality of small blocks, processing for selecting the small block size as the fluctuation between the small blocks is large and for selecting the large block size when the fluctuation is not large is hierarchically performed.
