1. A method of manipulating a fluid with a porous web of electrofluidic fibers, the method comprising:
applying a first bias voltage to a conductive core of each of the electrofluidic fibers in the porous web effective to remove a fluid from a surface; and applying a second bias voltage to the conductive core of the electrofluidic fibers effective to transfer the fluid from a first reservoir onto the surface.
