Compositions and methods for delivery of cargo molecules to a patient or subject in need thereof include a proteoliposome carrier vehicle that incorporates an RLIP76 protein and contains the cargo molecule. The vehicle effectively delivers the cargo molecule systemically throughout the tissues of the body including into the central nervous system.

A method of delivering an RNA molecule to a subject comprising orally administering to the subject a composition comprising a proteoliposome comprising RLIP76 and the RNA molecule, wherein the RNA molecule is selected from the group consisting of an antisense RNA molecule, a small inhibitory RNA molecule, a short hairpin RNA molecule, a ribozyme, and a microRNA molecule.
