PROBLEM TO BE SOLVED: To enable access control in a data element unit in accordance with the security level of personal data and the security level for each device such as a server, terminal and the like using the personal data.SOLUTION: An information processing system comprises a first device, a second device and an access control server. A control part of the access control server acquires a disclosure request of a data element of personal data with respect to the second device and an ID of the second device from the first device or the second device, refers to a device ID-security level DB storing the ID of the second device in association with the security level and a data element-security level DB storing the data element in association with the security level, and determines access propriety of the second device to the data element on the basis of the security level of the second device.
