PROBLEM TO BE SOLVED: To provide an anonymity ID generating device, an anonymity ID decoding device, an anonymity ID generation method, and an anonymity ID generating program capable of generating an efficient anonymity ID.SOLUTION: An anonymity ID generating device 1 includes: an encryption section 12 which encrypts source ID (IDa) and generates an encryption ID (E (IDa)) with stream cipher using master key K and initialization vector IV; and a connecting section 13 which connects the encryption ID (E (IDa)) and the initialization vector IV, and generates an anonymity ID (IDb). |
