PROBLEM TO BE SOLVED: To provide a congestion determination system capable of temporary use and easy installation at that time.SOLUTION: A congestion determination system 10 includes a tread pressure detection unit 16 which is installed on a passage 14 and detects tread pressure when a pedestrian of the traffic passage 14 passes through. The system also includes a determination part 28 which determines congestion state on the passage 14 based on an output period of a tread pressure signal outputted from the tread pressure detection unit 16.
