PROBLEM TO BE SOLVED: To provide a technique to avoid access concentration to a master base station due to cut-off of communication with a secondary base station.SOLUTION: One aspect of the present invention relates to a user device that includes: a transmission/reception unit for simultaneously communicating with a master base station and a secondary base station by dual connectivity; an RLF detection unit for detecting a radio link failure (RLF) in communication with the secondary base station; a back-off timer management unit for starting a back-off timer in response to detection of the radio link failure; and an RLF notification unit for notifying the master base station of the radio link failure in response to expiration of the back-off timer.
