PROBLEM TO BE SOLVED: To provide an information processing device and a memory access arbitration method that allow a processing velocity of each function to be changed corresponding to a usage frequency of a user in a configuration arbitrating competition to access a memory on the basis of a priority preliminarily set for each module.SOLUTION: An information processing device comprises: a plurality of modules that is accessible to a memory 88 to be connected via a bus 80; a bus arbitration circuit 89 that arbitrates competition to access the memory 88 on the basis of a priority preliminarily set for each module when access the memory 88 is competed among a plurality of modules; a frequency acquisition unit that acquires a usage frequency of each module; and a priority change unit that changes the priority of each module in accordance with the usage frequency to be acquired by the frequency acquisition unit.
