PROBLEM TO BE SOLVED: To reduce dependency on a network concerning integrated upper limit management across a plurality of pieces of equipment.SOLUTION: Equipment includes: a reading part for reading the consumption of a usability frequency of the equipment from a portable recording medium; a permission part for permitting the use of the equipment when a difference between the consumption read by the reading part and the upper limit value of the consumption is equal to or more than a predetermined value, permitting the use of the equipment; a first reflection part for, when the use of the equipment is permitted by the permission part, reflecting the consumption of the frequency for the predetermined value on the consumption stored in the recording medium; a calculation part for, when the use of the equipment is permitted by the permission part, calculating the consumption in accordance with the use of the equipment; and a restriction part for restricting the use of the equipment in accordance with a relation between the cumulative value of the consumption calculated by the calculation part and the predetermined value. |
