PROBLEM TO BE SOLVED: To provide an idling determination device and an idling determination method capable of determining whether or not a vehicle such as a heavy machine is kept at its idling state without receiving any information from the vehicle.SOLUTION: An idling determination device of this invention comprises: a detecting segment for detecting vibrations in a plurality of directions of a vehicle body of a vehicle; a wave-form processing segment for synthesizing a waveform indicating each of vibrations of the plurality of directions to generate the first waveform and the second waveform in which the first waveform is folded back with a center of the vibration being applied as a reference; and a determination processing segment for comparing a wave height value of the second waveform with a prescribed first threshold while the center of the vibration is applied as a reference, and determining that a force power machine of the vehicle is kept at its idling state when the wave height value of the second wave shape decreased down the first threshold exceeds a prescribed time.
