PROBLEM TO BE SOLVED: To avoid congestion of content data distribution on an IP network without changing the setting of a facility of a network service provider.SOLUTION: The present invention measures available bandwidth of a logical network by a terminal accommodation device accommodating a reception terminal installed at a user base on the basis of a test packet transmitted by a terminal accommodation device accommodating a transmission terminal (transmission server), determines a logical network in a communication quality management device so that available bandwidth of the logical network to transmit content data from the transmission server has a prescribed margin value or more when there is a change in the measured available bandwidth or a new reception terminal is connected, instructs the terminal accommodation device accommodating the transmission side terminal to change accommodation, and changes an accommodation destination logical network at the terminal accommodation device accommodating the transmission side terminal.
