The present invention relates to a Peltier device. The Peltier device comprises: a Peltier element which has a function and is assigned to a temperature-decreasing purpose and a temperature-increasing purpose; a heating radiation plate contacting one side of the Peltier element; a chilling radiation plate contacting another side of the Peltier element; and a cooling fan. A single Peltier element assigned to the temperature-decreasing purpose and the temperature-increasing purpose can be used to perform multiple functions, and thus improve heat exchange efficiency. The radiation plates divided into the heating radiation plate and the chilling radiation plate, and the divided radiation plates come in contact with the Peltier element to separately radiate heat. A surface area contacting fluid which is a target is maximized through an X-shaped through hole formed with four wings protruding towards the center of the through hole of a flow passage pipe from an inner surface of the through hole thereof to directly transfer heating and heat absorbing effects to the fluid from the Peltier element to shorten time required to reach a set temperature.
