In order to provide a storage device capable of achieving efficient data migration and high access performance, during data migration between storage devices, a data migration process is performed by selecting a "PUSH" type or "PULL" type data migration system on the basis of a predetermined data migration policy. On the basis of file access frequency in a migration-source storage device or final access date/time information, access characteristics of a file and a file storage folder are determined, and the migration order for a file group determined to have a high probability of being accessed even during data migration is modified between the "PUSH" type and the "PULL" type.
