An embodiment of the present invention provides a resource optimization method, which can improve the effect of resource optimization. The method comprises: a first network device receives optimization strategy information sent by a second network device, the optimization strategy information being used for indicating a first optimization strategy, and the first optimization strategy being a strategy used when the second network device optimizes a time-frequency resource of a target cell by using a first time period as a unit; acquire the first optimization strategy according to the received optimization strategy information; and optimizing the time-frequency resource of the target cell according to the acquired first optimization strategy and by using a second time period as a unit, the length of the second time period being less than the length of the first time period, and the second time period falling within the first time period.
