PROBLEM TO BE SOLVED: To provide a monitoring device, a monitoring system and a monitoring method that enable a user to efficiently perform a work of grasping person's action from a picture of a monitoring area and reduce a load on the user when the picture is taken over a long time.SOLUTION: A monitoring device for generating and outputting an output picture obtained by altering a person area detected from a pickup picture of a monitor area to a mask image has a person image analyzer 32 having a person detector 37 for detecting a person from the pickup image and obtaining position information regarding the person area, and an area state determining part 38 for determining an area state representing the state of the person in the person area, a mask image setting part 35 for setting a mask image corresponding to the area state, and a picture output controller 34 for generating and outputting an output picture obtained by altering the person area to the mask image corresponding to the area state on the basis of the position information and the area state output from the person image analyzer.
