PROBLEM TO BE SOLVED: To enable a user device to notify a base station of information indicating whether or not the user device can set a primary cell in accordance with a particular duplex system in a mobile communication system that performs carrier aggregation using a band for a first duplex system and a band for a second duplex system.SOLUTION: A user device comprises: an information storage unit that stores band combination information indicating combination of bands that can be used in carrier aggregation in the user device; and a notification control unit that explicitly or implicitly adds capability information indicating whether or not the user device can set a secondary cell for setting a PUCCH by using a band for a first duplex system in the carrier aggregation to the band combination information, and notifies a base station of the band combination information with added capability information.
